Two Step is the snorkeling spot at the Hōnaunau Bay boat ramp, just outside Puʻuhonua o Hōnaunau National Historical Park. Water access here is managed by the County of Hawaiʻi. You get in from lava rock steps or the concrete boat ramp. The National Park Service says spinner dolphins visit the bay, eels and octopus live in cracks in the reef, and many kinds of fish live among the corals. The County lists swimming, diving, fishing and snorkeling. Snorkelers may not enter the water at Keoneʻele Cove inside the national park.
